As the waiting for patch 7.20 continues, Valve has released yet another nerf heavy patch aimed at heroes who are a bit too popular in pubs right now. This patch also continues to adjust Grimstroke and will, hopefully, lead to him not being as insanely OP anymore. Item changes and hero buffs
Valve has stated that they're still working on patch 7.20 but it might take a while to get it right. This means that they're very careful with buffs right now. The changes in this patch are all to reflect some heroes that are considered a bit too strong as Valve buys themselves time to perfect patch 7.20.
Notable hero nerfs
Riki getting nerfed hardly comes as a surprise here. The hero has the highest win rate in pubs over the last month, so he got hit hard this patch. The changes to Smoke Screen makes him a lot less scary on the early levels.

— Riki: Smoke Screen miss chance rescaled from 40/50/60/70% to 10/30/50/70%
— Riki: Tricks of the Trade AoE reduced from 500 to 450
— Riki: Tricks of the Trade duration rescaled from 4/5/6 to 4/4.5/5
— Riki: Level 20 Talent reduced from +900 Blink Strike Range to +700
— Riki: Level 25 Talent reduced from +400 Tricks of the Trade AoE to +300
Another top 5 hero, in terms of win rate, got to taste the wrong end of the nerf-stick as Terrorblade saw most his skill receiving minor, yet significant, nerfs. The main change is that Sunder now has a mana-cost, even at its highest level. This gives you the possibility to stop it from going off.

— Terrorblade: Level 15 Talent reduced from +300 Health to +250
However, the biggest nerf in the patch his Zeus. This might have slunk under the radar of some as it's just one change. But it's a big one on the early levels. Zeus is known for his poor attack-animation, making a lot of players rely on his Arc Lightning for last hits. Now that's no longer going to be a viable alternative, at least until you get a few int-items up.
